Track your water and climate contract without losing a grant

A contract with the water agency, a waste prevention programme, a climate plan or a mobility plan: Territoire tracks the actions, calculates the targets from public data, keeps the grant schedule and prepares the annual review. The tool is in French and covers France only.

The problem

Millions of euros tracked in a spreadsheet

A multi-year contract means dozens of actions, grants notified on different dates and reviews to deliver. A grant lapses if works do not start in time; a final payment nobody claims is lost. This tracking often lives in a spreadsheet, with a single person.

What Territoire does

The contract, the money and the review in one place

The contract's actions

They are those of your action plan: owner, budget, deadline, progress. No second list to keep.

Targets that calculate themselves

An indicator can be linked to public data already read by the assessment (water network efficiency and losses, renewal, sanitation, waste per resident, service cost, share of car use, accidents). Otherwise you enter it with its date and supporting document.

The grant schedule

Award, start of works, advance payments, final payment and documents, grant by grant. The date you read in the grant decision always prevails.

Email alerts

90, 30 and 7 days before a lapse, a completion date or a final payment; 60, 30 and 7 days before a review; and when an indicator drifts or an action falls behind.

The annual review as a PDF

Three conclusions on the first page: what is moving, what is drifting, the money at risk. A draft first; once approved it is frozen, with who approved it and when.

The rule

A date is never made up

For the DETR and DSIL State grants, Territoire calculates the deadline to start works: two years after notification, one more year if the extension is requested before the deadline (article R2334-28 of the French local authorities code). For other funders the rules vary from one decision to another: the tool asks you for the date written in the decision instead of guessing it.

Getting started

Five templates to start

Water and climate contract, local waste prevention programme, climate plan, simplified mobility plan, or a free-form programme. “Voir un exemple rempli” (see a filled-in example) opens an example contract, with a fictitious grant showing an alert: you understand before entering your own.

If two people edit the same programme at once, the second is warned and nothing is overwritten.

Who it is for

The coordinator's tool, not a replacement

Tracking a contract remains the work of the person who runs it. Territoire gives them back the time spent on spreadsheets, reminders and formatting the review, to spend it in the field and with elected officials.

Frequently asked questions

Your questions

What is a water and climate contract?
It is the multi-year contract, of about three years, that the Rhône Méditerranée Corse water agency signs with a local authority: an action plan (aquatic environments, resource, pollution) and the agency's grants that go with it. Other agencies offer territorial contracts in the same spirit: Territoire tracks both.
What happens if a grant lapses?
You risk losing it, and the rules depend on each decision. That is why the schedule warns you 90, 30 and 7 days ahead, and why the first page of the review puts a figure on the money at risk.
Where do indicators come from?
From the public sources the assessment already reads, when they exist; otherwise from your entries, each with its date and supporting document.
Is our data shared?
No. The tracking belongs to your local authority and is visible only to its accounts.
Can I see it in the online demo?
Not yet: the online demo only shows the features already opened to trial spaces. Request a demo and we will show you this one, on your own area if possible.
