Simplified mobility plan

Your simplified mobility plan, from the survey to the document

Territoire starts from the mobility assessment, adds what residents say, measures the car-pooling actually done, evaluates your trials and drafts a plan ready for consultation. The tool is in French and covers France only.

The problem

A plan takes more than a baseline

A French simplified mobility plan (PDMS) requires a shared assessment, residents' views, actions with their indicators, then monitoring. For an inter-municipal body it is often a study handed to a consultancy: between €36,200 and €89,575 in 19 public contracts awarded between 2021 and 2023, and months before a document exists.

Four tabs, one page

Residents' survey

A link and a QR code to share. No account, no name, no address: the municipality, an age band and tick-box answers. Eight conclusions set what residents say against what the data shows.

Measured car-pooling

Trips recorded each month by car-pooling platforms in the national proof register, municipality by municipality. It is a minimum (car-pooling between neighbours is not in it), but it is measured, not estimated.

Trials

A car-pool area, a shuttle, on-demand transport: compare before and after. The verdict follows a written rule: at least three months on each side and an effect of at least 20%, corrected for the national trend.

The document

A draft plan as a PDF: procedure, assessment, proposed issues and objectives, action sheets (owner, timetable, cost, funding, indicator), consultation, monitoring and limits.

Personal data

Residents protected by design

No free text, no IP address, no tracking cookie. No result is shown if it rests on fewer than five answers. The survey only opens once the organiser, their contact and the information notice have been reviewed by your data protection officer. Raw answers are deleted after closing, after the period you choose (one year by default); only grouped results remain.

Limits

What stays in your hands

The procedure is yours: adopting the draft, opinions from municipalities and partners (three months), public participation, approval. The document recalls it from the State's model specifications, and asks you to reread the texts in force before adopting the draft. Freight is not studied yet.

Frequently asked questions

Your questions

What is a simplified mobility plan?
An optional document drawn up by the mobility organising authority (the inter-municipal body that took on the competence, or the region otherwise). It sets the actions for travel in the area: car-pooling, on-demand transport, walking, cycling, help for people without a car.
Do we still need a consultancy?
Not for the material: assessment, survey, measurements and draft document are produced by the tool. To run the consultation and the procedure, you keep control or get support.
How do we share the survey?
Through its link or QR code: municipal website, newsletter, poster at the town hall. Residents answer on their phone, without creating an account.
Is the car-pooling register complete?
No: it only counts trips made through a partner platform, and the producer hides a municipality with fewer than six trips in the month. It is a floor, presented as such.
Can I see it in the online demo?
Not yet: the online demo only shows the features already opened to trial spaces. Request a demo and we will show you this one, on your own area if possible.
