88.6% of workers drive to work and 1.6% use public transport. 40% work outside the department, and about 14 return bus trips open to all leave each weekday (published timetables, transport.data.gouv.fr). One municipality has no public bus on weekdays, only school buses.
Analysis
The issues that stand out
The assessment lists 144 findings and 35 cross-checked issues, 13 of them high priority. Among them:
- Waste: €246 per resident per year excluding VAT in 2024 (ADEME, SINOE) against a median of €113 for similar authorities. The recommendation lowers the cost with no new tax, without asking more of residents and without buying anything: about €731,000 saved per year excluding VAT (between €457,000 and €1,012,000), not counting the incentive element already voted; the cost of access to the energy-recovery plant is still to be costed. These amounts concern the 31,566 residents served according to ADEME (the waste service population, which differs from the census) — an estimate to be confirmed with the treatment syndicate and the inter-municipal body.
- Networks: a wastewater plant already over capacity (133%) while authorised homes are not yet built.
- Road closures: five scenarios (the D19, D562 and D563 closed, two sections in flood zones), each with the diversion and the contingency plan; the D19 in a flood zone affects at least 1,410 people a day (commuting trips, a minimum).
- Road safety: 70 injury accidents recorded over five years, grouped by road and area, 86% of them serious or fatal against 56% in the Var: minor accidents are probably under-reported there (about 36, an estimate).

Limits
Read with care
Figures are those of public sources on 11 October 2026. Costs are orders of magnitude, road load is an estimate, and people affected by a road closure are a minimum. This area is only an example: Territoire works the same way for any municipality or inter-municipal body in France, rural or urban.
